(i). The particulars of its organization, functions and duties:

The Karnataka State Forest Industries Corporation Limited is a Government of Karnataka undertaking. It was established in March 1973 and was incorporated and registered under Companies Act 1956. It is one of the sister concerns of the State Forest Department and reports to the Ministry of Forest, Ecology and Environment at the State level. Its registered office is located at 3rd floor, “Vanavikas”, Malleshwaram, 18th Cross, Bangalore 560003.

The main objective of the Corporation is to harvest forest produce for supply to pulpwood and rayon industries vis-ΰ-vis creating employment potential; processing of wood and manufacture of furniture and wood based construction material. One of the main responsibilities is to eliminate forest contractors in the whole chain of operations including logging for timber and processing and marketing of forest produce. It has a Memorandum and Article of Association. The authorized share capital of the Corporation is Rs.300 lakhs (30 equity shares of Rs.1000 each) and the present paid up capital is Rs.266.58 lakhs, wholly invested by the State Government.

KSFIC Limited is headed by a Managing Director in the IFS cadre who is of the rank of Principal Chief Conservator of Forests. He is assisted by two General Managers in the IFS cadre of the rank of Conservator of Forests, a Company Secretary and a Finance Manager and Chief Accounts Officer, who deal in technical matters, company matters, finance and accounts respectively.

A Board of Directors governs the activities of the Corporation. The Board of Directors includes official and non-official directors and a Chairperson nominated by the Government of Karnataka.

Seven Regional Managers in the cadre of Deputy Conservators of Forest on deputation from the Karnataka Forest Department head the following eight units of the Corporation:

The main objectives of the above units are to undertake economic and scientific harvest of the forest resources and to undertake the work of felling, conversion, hauling and transport of timber, poles, pulpwood, firewood, bamboo and all kinds of other materials from the forests in Karnataka State and to encourage, assist and finance the formation of Forest Labour Co-operative societies.

The
KSFIC is currently engaged in the following activities: -

Undertaking the logging works of Forest Department, supplying the firewood to the weaker sections of people at reasonable rates, supply of pulpwood and bamboo to the industries through its units at Bangalore, Shimoga, Dharwar, Sirsi, Mysore and Mangalore, besides undertaking timber sawing work for public and industries at Sawmill, Dandeli.

KSFIC also has an industrial unit at Timber yard Layout, Mysore Road, Bangalore, which manufactures high quality of ISI specification flush doors, block boards, frames and shutters to meet the demands of public, Government Departments and private institutions, colleges/schools and hospitals, etc. Supply of all kinds of furnitures is also undertaken by this unit. Preparation and supply of sandal wood white chips powder and Jiggat (gum) powder required for the manufacturer of perfumes and incense sticks is also being done. This unit has a chemical treatments plant and seasoning kilns required for the treatment and seasoning of wood which is utilized for manufacture of various items.

(ii). The powers and duties of its officers and employees:

The Managing Director is the Chief Executive of the Corporation and all the units come under his direct overall control and supervision. The General Manager (North) controls and supervises the units at Dharwar, Sirsi and Dandeli while the General Manager (South) looks after the affairs of the units at Timber Yard Layout, RMP Bangalore, Mysore, Shimoga and Mangalore, besides assisting the Managing Director in the Head Office. 

The powers and duties of the officers and various employees of the Corporation are exercised in accordance with the provisions contained in the Standing Orders and Cadre and Recruitment Rules of the Corporation. In case of officials on deputation, Karnataka Civil Service Rules are being followed.

The Corporation has at present, 237 employees including those on deputation. The organizational chart of the Corporation is given in Annexure –“A”

(iii). The procedure followed in the decision making process, including the channels of supervision and accountability:

All the major decisions concerning financial, administrative and other matters are taken by the Management after getting approval from the Board of Directors.
The annual plan of operations, estimates and letter of credit, submitted by the Unit Officers are approved by the Managing Director and the Units carry out the work as per the standard procedure followed in the Karnataka Forest Department. The Managing Director and the General Managers supervise the works carried out by Regional Managers in the Units. Monthly accounts are submitted by the Units to the HO and these accounts are internally audited periodically and also by the Statutory Auditors. The Consolidated annual accounts of the Corporation, after approval of the Board, are got audited by the Statutory Auditors and Accountant General at the end of the year. These accounts are then approved by the Annual General Meeting and are sent to Government for placing before the Legislature.

(iv). The norms set by it for the discharge of its function:

The logging works are carried out in a technical and scientific manner following the procedure existing in the Karnataka Forest Department and all specifications are adhered to. In the supply of pulpwood to industries, the emphasis is on maintaining the quality and to supply as per the requirements of the industries following the Working Plan prescription. In the Timber Yard Unit, ISI standards are being applied for the maintenance of the quality of the products for which ISI certification has been obtained. This Unit has been conferred Udyog Rathan Award by Institute of Economic Studies, New Delhi, in recognition of productivity, quality innovation and management.

(v). The rules, regulations, instructions, manuals and records held by it or under its control or used by its employees for discharging its function:

The affairs of the KSFIC are governed by a Memorandum and Article of Association, Cadre and Recruitment Rules, Standing Orders, T.A and Medical Reimbursement Rules, Statutory Act and Rules, the Karnataka Forest Manual, Forest Act & Rules and KCSR in respect of deputed staff etc.

(vi). A statement of the categories of documents that are held by it or under its control:

The sanctioned Annual Plan of Operation, the estimates of various works, standing order of KSFIC, Statutory Act & Rules, The Companies Act, cash books, accounts ledgers, vouchers pertaining to accounts and relative records are being held under the control of the KSFIC.

(vii). The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formation of its policy or administration thereof:

Company website and E-mail are structured to receive suggestions by Public apart from the conventional methods like taking cogniscence of suggestions through representations, letters etc.

viii). A statement of the boards, councils, committees and other consisting of two or more persons constituted as its part or for the purpose of its advise, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public:

KSFIC has a Board of Directors, headed by a Chairman in official or non official capacity and up to a maximum of 12 Directors appointed by the State Government. The meetings of the Board take place at least once in each quarter. These meetings are not open to public. The Annual General Meeting is also convened once in a year before 30th of September in which all share holders take part. A list of present Directors of the Board is enclosed in Annexure – “B”.

The details of monthly remuneration are attached herewith (
Annexure–“C”.) Further there is no specific rule of paying compensation under Standing Order of the Corporation. However, Saw Mills and Timber Yard are registered under Industrial Act and the employees working there are covered under Employees State Insurance (ESI) scheme for which the Corporation contributes 4.75% of the gross salary of the employee towards the premium.

KSFIC is supplying firewood to the weaker section of Society for bona-fide use at a subsidised rate through 64 firewood depots throughout the State. The subsidized rate for firewood is fixed by the Government of Karnataka. Details of firewood depots are given in Annexure – E

xiii). Particulars of recipients of concessions, permits or authorizations granted by it:

KSFIC has not undertaken any such programme.

(xv). The particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading room, if maintained for public use:

The public can gather any information from the Competent Authority and Appellate Authority at Head Office and Unit Offices as notified by the Corporation,(Annexure – F) or from the web site of the Corporation. The working hours of the Corporation and its units are from 10 a.m. to 5.30 p.m.
