Pulpwood from the Plantations of
various Divisions in Karnataka. Sealed
tenders, for supply of
Eucalyptus/Acacia /Casurina
Pulpwood extracted by THE
KARNATAK STATE FOREST INDUSTRIES
CORPORATION (KSFIC) at various
divisions to the ex- factory
site are invited. The Tenders
shall reach this Office on or
before 3.00 P.M. as per this
clock on 16-06-2011. This sealed
tenders received beyond the time
specified will not be
entertained. The sealed tenders
have to be dropped in a Tender
Box kept for the purpose.
Important time and dates are :-

"Tender for purchase of
Pulpwood so as to reach the
Registered Office on or before
prescribe time.
Telegraphic
tenders, Conditional tenders,
Optional tenders or tenders sent
otherwise than laid down above
will not be considered and they
shall be summarily rejected.
Tender
submitted jointly by more than
one person shall not be accepted
unless such persons are members
of a Registered Company or firm
and tender submitted is on
behalf of such Company/Firm.
3)
Participants, who intend to
quote the rate on behalf of
another firm/person, should be a
holder of duly executed power of
attorney on a stamp paper of
requisite value of his favour
authorizing.
Tenderer
from person who are black
listed, convicted or who are
minors or who have failed to pay
government dues or who insolvent
will not be accepted and the
Earnest Money Deposit will be
forfeited.
4)
All correction, additions and
alteration in the tender should
be attested with full signature.
5)
The tenderer at the time of
submitting tenders furnish his
specific address to which all
communication could be sent. The
Karnataka State Forest
Industries Corporation Limited
will not be responsible for the
consequences, if any of the
communications sent shall fully
rest with the tenderer only.
6)
Tenders shall be opened in the
presence of the tenderers who
will be present at that time.
The rates offered will be read
out and recorded.
7)
the intending tenderers are free
to inspect the Plantation of
Circle mentioned in Schedule-1
before offering their tenders.
No complaints whatsoever
regarding the quantity and the
quality of the produce shall be
entertained after the tenders
are submitted.
8)
The acceptance of Tender is
subject to confirmation by
Managing Director. The Karnataka
State Forest Industries
Corporation Limited who may
confirm or reject any tenders
including the highest tender.
Without assigning any reasons
thereof. His decision in this
regard shall be final.
9)
The details of produce offered
for Tenders are only estimates
and approximates. This estimate
may be more or less than the
actual quantity available and
subject to allotment of
plantations from the Forest
Department.

a) The intending Tenderers will
offer rates per MT for pulpwood
as per the actual weighment
weighed in the factory site of
Circle wise. All applicable
Taxes viz, VAT, FDT, Income Tax,
CST etc., will be charged at
prevailing rate.
b) Income Tax there-on on the
total value of sales will be
recovered from the purchaser in
accordance with section 206 C of
the income Tax Act 1961.
11)
If more than one tenderer offer
the same rate which is highest
for the full quantity for a
particular Circle, the Managing
Director, The Karnataka State
Forest Industries Corporation
limited, reserves the right to
allot the material after calling
for revised offer by negotiation
with the Tenderers.
12)
The acceptance of tender will be
communicated to the successful
tenderers as early as possible
but not later than 30 days from
the date of opening tender. If
any tenderer withdraws his offer
before the expiry of this
period, the EMD will be
forfeited to the Corporation.
13)
The successful tenderer shall
pay '5.00 lakhs with 10 days of
intimation of confirmation of
the tender, an amount in the
form of Demand Draft drawn in
favour of Managing
Director. KSFIC and enter into
agreement. this amount along
with EMD amount will treated as
Security Deposit and shall be
returned to the tenderer after
successful conclusion of the
agreement. However, no interest
will be payable on this amount.
If during 2010-11 is already
paid bye the concerned industry
will be taken into account and
no fresh S.D is required.
Failure to pay the amount will
entail cancellation of the sale
and forfeiture of amounts
already paid. Extension of time
beyond 10 days will not be
allowed under any circumstances.
14)
The tenderer shall not assign
and/or transfer the contract to
any other person or party
without specific orders in
writing of the Managing Director
who at his discretion may permit
such assignment or transfer on
payment of fee equal to 10% of
the total value of the produce
at the rate accepted by the
Managing Director or
'10,00,000/- whichever is lower.
15 a) Within 10 days from the
date of dispatch of the
confirmation orders, the
standar4d agreement on stamp
paper of appropriate value shall
be executed by the successful
tender with concerned Regional
Managers of KSFIC. All the costs
of stamps etc., necessary for
execution of agreements shall be
borne by the purchase. Necessary
Income Tax Certificate &
Sales Tax Clearance Certificate
should be submitted by the
purchaser at the time of
execution of agreement.
b) The security Deposit paid as
above will be returned after
fulfillment of the agreement
condition satisfactorily.
Any amount due to the
Corporation will be recovered
from the Security Deposit.
16)
In the event of delay in the
payment of Security Deposit by
the tenderer, due to unavoidable
circumstances beyond the control
of the successful tenderer the
Managing Director may grant
extension of time to a
reasonable extent subject to
recovery of interest at 15% on
he due amount and a penalty at
his discretion.
In
case, the purchaser does not
request for extension of time or
if payments are not received
within the extended period also,
the sale will be cancelled and
the material resold duly
forfeiting all the amounts paid
to the Corporation.
17)
In case of strike, agitation,
lockouts or other factors beyond
the control of the Corporation,
Pulpwood quantity may less or
more. It is an approximate
quantity only and the industries
should note it. No liability
would lie on KSFIC on this
account.
18)
Should any dispute arise either
in the working of the above
Plantations or with regard to
the interpretations of the terms
and conditions, the decision of
the Managing Director of the
Corporation shall be final and
binding on Tenderer.
19)
The Managing Director has the
discretionary power to relax any
of the above conditions in the
interest of the Corporation.
20)
All prospective and present
Tenderer will sign the tender
notice in token of having
read and accepted the conditions
of tender before opening of
tenders.
12)
FORCE MAJEURE:-
The KSFIC may revoke the
agreement and withdraw from the
compliance of the same in the
event of circumstances beyond
its control and in such event it
shall not be liable for any
damage or loss, if any, caused
to the Tenderer.

Sealed quotations, for supply of flowered, dry Bamboo and Eucalyptus / Acacia / Casuarina Pulpwood (Debarked) extracted by KARNATAK STATE FOREST INDUSTRIES CORPORATION (KSFIC) at various Divisions to your factory site / Tenke Depot, are invited from the various Divisions as described in Schedule-I.
The quotations shall reach this office on or before 3.00 PM as per this clock on 15.04.2010. This sealed quotations received beyond the time specified will not be entertained. The sealed quotations have to be dropped in a Quotation Box kept for the purpose. Important time and dates are :- |

a) The intending Quotationers will offer rates per MT separately for Pulpwood and dry Bamboo. Pulpwood and Bamboo as per the actual weighment weighed in the factory site (Exclusive of all taxes) of Unit wise. All applicable Taxes viz., VAT, FDT, Income Tax, CST etc., will be charged at prevailing rate and shall be extra.
b) In the case of inter state sales against submission of "C" forms CST plus FDT on the purchase value will be charged as applicable from time to time. Belated production of Form "C" will not be entertained.
c) Income Tax there-on on the total value of sales will be recovered from the purchaser in accordance with section 206 C of the Income Tax Act 1961. However, in vase of production of a Certificate by the Purchaser in Form No.27 'C' obtained from the Assessing Officer, such a recovery will not be done as long as the said certificate in force.

If more than one Quotationer offer the same rate which is highest for the full quantity for a particular Division, the Managing Director of KARNATAK STATE FOREST INDUSTRIES CORPORATION Limited, reserves the right to allot the material after calling for revised offer by negotiation with the Quotationers. |

This amount alongwith EMD amount will treated as Security Deposit and shall be returned to the Quotation after successful conclusion of the agreement. However, no interest will be payable on this amount. Failure to pay the amount will entail cancellation of the sale and forfeiture of amounts already paid. Extension of time beyond 10 days will not be allowed under any circumstances. |

a) Within 10 days from the date of despatch of the confirmation orders, the standard agreement on stamp paper of appropriate value shall be executed by the successful quotation with concerned Regional Managers of KSFIC. All the costs of stamps etc., necessary for execution of agreements shall be borne by the purchaser. Necessary Income Tax Certificate & Sales Tax Clearance Certificate should be submitted by the purchaser at the time of execution of agreement.
b) The Security Deposit paid as above will be returned after fulfillment of the agreement condition satisfactorily. Any amount due to the Corporation will be recovered from the Security Deposit.

In the event of delay in the payment of Security Deposit by the Quotationer, due to unavoidable circumstances beyond the control of the successful Quotationer the Managing Director may grant extension of time to a reasonable extent subject to recovery of interest at 15% on the due amount and a penalty at his discretion. |
| In case, the purchaser does not request for extension of time or if payments are not received within the extended period also, the sale will be cancelled and the material resold duly forfeiting all the amounts paid to the Corporation. |

In case of strike, agitation, lockouts or other factors beyond the control of the Corporation, Pulpwood quantity may less or more. It is an approximate quantity only and the Industries should note it. No liability would lie on KSFIC on this account. |

Should any dispute arise either in the working of the above Plantations or with regard to the interpretations of the terms and conditions, the decision of the Managing Director of the Corporation shall be final and binding on Quotationer. |
| 19. |
The Managing Director has the discretionary power to relax any of the above conditions in the interest of the Corporation. |
| 20. |
All prospective and present Quotationer will sign the Quotation notice in token of having read and accepted the conditions of Quotation before opening of Quotations. |
| 21. |
FORCE MAJEURE :
The KSFIC may revoke the agreement and withdraw from the compliance of the same in the event of circumstances beyond its control and in such event it shall not be liable for any damage or loss, if any, caused to the Quotationer.
